A. the budget line is the total amount of money a consumer is has to spend on 2 goods. This line looks exactly like a supply curve. The price of the goods and the income of the consumer are the constraints that limit the consumer from buying how much he really wants. He has to decide on the correct combination of the goods to buy and this would happen where the budget line is tangent to the indifference curve.

The budget constraint line will have a kink in it at the point where the quantity discount takes effect. Where is the utility maximization point? Can it be anywhere on the curve? A. The utility maximization point for a budget constraint which includes quantity discounts will still depend on your utility curve. Without specific numbers or your utility function it is slightly difficult to explain. Your utility maximaztion will STILL be that point or points of intersection of your budget constraint and your farthest north east utility curve. Depending on your utility function it may occur at the kink, but it probably wont. I'm not sure what you mean by "can it be anywhere on the curve", but it can occur anywhere on your given budget constraint depending on your utility function. A. Clinton had the line-item veto for a short while. It was ruled unconstitutional. You would have to figure out a way to design it to pass constitutional muster. The last two presidents to preside over a balanced budget were Democrats -- LBJ and Clinton. We first have to get the country back into decent economic shape, after the excesses and neglect of the Republicans, before we can get back to balanced budgets. It takes a while. A. Get the derivate of U for q1 then the derivate of U for q2 then then form a system of equations using the two derivates and the constraint. And solve for q1 and q2 the prices must be given and the income(Y) must be given too. The rate of commodity substitution i think refers to the relative prices between the goods, which is how much of one good you have to exchange to get another unit of the other good and viceverse.
